This is the only logical explanation for 2 Frontier Quest flags existing. Back in retail, some Quests could in fact be limited to the Clan Hall Counter, such as the 試されし絆 series. However, as things stand right now, quest_id=27 does not function properly in Erupe and must be fixed.
